Mysterious Document Appears to Show Over $700,000 in "Payments" to "Pandora & Company"

TO: Pandora Nash-Karner, SLO County Parks Commissioner, 2nd District
DATE: 4/1/10

Dear Commissioner Nash-Karner,

Sorry to bother you, but I recently came across (what appears to be) a very interesting document posted at this link:

http://www.lososossentinel.com/heroes

What the document appears to show is that an agency (apparently the Los Osos CSD, judging by the "descriptions" of the "tasks") made over $700,000 in "public relations payments" to your marketing business, Pandora & Company.

However, the document does not contain a letterhead, or a date, so I don't know if it's authentic, and that's where I'm hoping that you might be able to help me out.

I've attached the document to this e-mail, and I was hoping you could look at it and tell me if you recognize it, and, if you do, then maybe you could also give me an approximate date of the document.

It's a very interesting document, because, not only does it appear to show that the LOCSD made over $700,000 in "payments" to your business, but it also contains some very bizarre "task" "descriptions."

For example, one of the itemized "tasks" is for something called "Celebration #1." That "task," according to the document, required "58 people," "78 total hours," and cost "$7,299."

Another itemized "task" is for "flyers," that required "15 people," "414 hours," at a cost of "$70,254."

Something called "neighborhood meetings," apparently required a "$72,960" "payment" to Pandora & Company, according to the document.

"Door Hanger: Info?" "433 people," "445 hours," "$35,653."

"Daily Radio Traffic Reports?" "0.12 people," "426 total hours," "$45,609."

Huh?

To add to my confusion, in 2005, I heard your husband phone into the Dave Congalton show, and say, on air, that, in 2000, you placed a bid for $700,000 to the LOCSD for "public relations services," but he said that you did not get the contract. However, the attached document, if real, appears to contradict your husband's claim.

So, here are my questions:

Is that document real? (And, I have to admit, due to the detail in the document, it looks real.)

Did the LOCSD make over $700,000 in "payments" to Pandora & Company for "public relations" "tasks?"

If so, when?

Finally, if the document's real, what were the "Celebrations?"

As always, thank you for your time,
Ron

  • Ron,

The Taxpayers watch lawsuit against the CSD5 is over and settled.

Taxpayers Watch has, through the settlement, recovered $1,310,301.52in taxpayer funds that had been misappropriated by the CSD5 (Julie Tacker, Chuck Cesena, Steve Senet, Lisa Schicker and John Fouche).

All of the funds recovered (save $150,000 in TW legal fees spent on behalf of the LOCSD to recover taxpayer funds) have been returned to the LOCSD/taxpayers. The amount of the settlement is very close to the $1,495,000 that the LOCSD’s 2005-2006 through 2008-2009 audits exposed as being unaccounted for; hence the LOCSD now has recovered funds that they will need to balance their books.

The size of the settlement speaks volumes to the strength and quality of the causes of action against the CSD5. Those settling the lawsuit, seeing the strength of the TW lawsuit, decided it was better to settle than risk going to trial.

As the TW settlement is of huge benefit of all Los Osos taxpayers, and helps the LOCSD in balancing its books while reducing the LOCSD debt in the US bankruptcy Court, you might consider posting the settlement and its settlement terms for the benefit of your readers. Anyone wishing a copy of the settlement may get a copy at the LOCSD office; or by emailing me at kpgrbl@aol.com.

This great day for Los Osos as justice has been served.

  • Amazing isn't it Ron, when these type of things are uncovered, it's just business as usual. Following one of the links in this particular story, I came across some disturbing facts that apparently had no outcome or retribution. I also un-wittingly came across what I believe to be the identity of one of the more "vocal" posters on Ann's blog site. I have no intention of outing that person, but it makes me want to puke to think back on the things this person has written.
It is a dirty, rotten, shame that the members of this community take the brunt of blame for this debacle.
Nearly five years after Tri-W was stopped and where are we? Is this also the Community's fault?
I hope you realize Ron that your book is going to have to be listed as "fiction". There is no way anyone could be convinced that this is all fact. At least not so far.
    Keep up the good work!
    Sincerely, M

  • Richard. Where did this money come from? Is it already in our possesion?

  • M,

When the settlment is posted, all will be made clear. The settlement parties, dollar amounts and the source of the settlement funds is all clearly explained in the settlement document. Best to go to the source (the settlement itself) for the information you seek.

Per the settlement, the settlement terms must now be approved by the US Bankrutcy Court. The LOCSD must now (and has probably aready) dran up the motion to the Court to approve the settlement. I suspect the Court will approve the settlement during May, 2010. After Court approval, all monies will be transfered.

  • (I just added the following line [with html code] to my Huge File-O-Quotes)

Someone posting as recalled LOCSD director, "Richard LeGros," wrote:

"The Taxpayers watch lawsuit against the CSD5 is over and settled."

    Yyyyyaaawwwwnnn... BORRRRIIIIINNNNG.

Wanna see what a kick-ass story really looks like? As I've now exposed, the Karners started the LOCSD (and, in the process, killed the County's "ready to go project") in 1998 for no other reason than to cash checks, and now they're running the same scam with the SLO Botanical Garden.

What I love about their story (well, ONE of the MANY things that I love about their story) is that, it wasn't enough that they formed the LOCSD just so Gary Karner's, SWA Group, could cash checks. Whoooaaa no. They didn't stop there. They also had to hook up Pandora & Co. to their cash machine.

I mean, think about that. It's mind-blowing: EVERYTHING Los Osos has been through over the last 12 years-and-counting had almost NOTHING to do with a sewer project, and EVERYTHING to do with the Karners wanting to make money... a lot of it... just like I've been reporting... forever.

    Now, THAT's a story!

    Gawd, I love 'em.

"Richard," just curious, because it's such a natural question: You didn't end up gettin' any of that fat cash, did you?

According to my research, you and P. go waaaaay back. After all, she, as CSD vice-president, appointed you to the LOCSD's first wastewater committee in 1999, remember? Ouch!

    Hmmmm... awfully cozy... awfully cozy.

Someone posting as recalled LOCSD director, "Richard LeGros," wrote:

"... you might consider posting the settlement and its settlement terms for the benefit of your readers."

    Uh, you just did.

    M. wrote:

"Nearly five years after Tri-W was stopped and where are we?"

Almost exactly where you were in 1998, just before the Karners killed the County's "ready to go" project, so they could start cashing checks.

    How's that taste, Los Osos?

By Blogger Ron, at 2:20 PM, April 02, 2010

  • Wait a minute. Aren't two of the CSD5 still CSD board members?
    Sincerely, M

    By Blogger M, at 3:35 PM, April 02, 2010

  • Yes, and they recused themselves from the discussions in closed session.

ron, how you think your drivel is more compelling than money stolen from the District being retuned shows what a tiny, little, fictional world you live in. Your obsession with Pandora a creepy to say the least.

  • Ron,

    LOL
    LOL
    LOL
    LOL

Do you really think that just because P&C presented a bid to the LOCSD in 2002 (as you just posted) for PR services; a bid that is well known and has been in the public record since early 2002; and a bid that the LOCSD promptly rejected (hence P&C never receiving one cent of LOCSD funds)...that this is a story of interest when compared to the CSD5 forking over $1,310,000 to the LOCSD just to avoid their embarrassment of having to explain their actions in court trial?

Really Ron, you're just one big friggin' joke of a 'reporter' to toss aside the TW settlement story as boring!

Meanwhile, please go back to posting your usual nonsense stories about Pandora. I'm with Sewertoons...your 'story' just crawls with your creepiness over you obsession on all things Pandora.

PS: I have just emailed you a copy of the settlement; so now you have no excuses for not being informed (for once).

  • Geez Richard, you'll have to wait for that hack from over the hill to get sober before he'll even be able to read, much less comprehend what the settlement really means...

By Blogger Mike, at 6:32 PM, April 02, 2010

  • Mike. Now that I know who you are and what your connection to all of this is, I will be more vigilant to counter what ever it is you have to say. You can continue to praise the former directors, but you now know that I know how meaningless that praise is. Those who took away a much cheaper, better located, ready to go project from us are far from heroes. The project they brought us was built on untold truths, loopholes, grey areas, poor science, and blinders on bull doggedness screw the people determination. Did this community deserve that? More like did the Prohibition Zone deserve that? No. Help should have been given to ease the alleged problem rather than dealt a financial life changing burden.
I have always tried to remain civil in my posts. I suggest you do likewise.
    Sincerely, M

  • Richard sez:"The Taxpayers watch lawsuit against the CSD5 is over and settled."

did the four directors (being sued personally) sign off on the settlement?

By Blogger Churadogs, at 7:27 AM, April 03, 2010

  • Ann,

    Their signitures are not required.

All parties involved in the lawsuit (even our own LOCSD)agreed to settle the TW without the participation of the CSD5 and their attorney.

Well, at least you now admit that you write only 'nonesense stories about Pandora'. With that admission you are on your way to full recovery from your mental condition. Good luck!

  • "Nonsense" like this?:

Supervisor Bruce Gibson's appointment to the SLO County Parks Commission, Pandora Nash-Karner, also sits on the Board of Directors for the San Luis Obispo Botanical Garden -- a facility that leases County-owned land, is discussed at Parks Commission meetings, and is also planning a "$20 million" expansion, and, according to their executive director, the one proposal they've received to design the project is from the SWA Group, where Nash-Karner's husband, Gary Karner, is a "Managing Principal and Senior Project Manager for 27 years and is currently retained by SWA," according to his bio.

    ... and this?:

"Pandora Nash Karner has absolutely no affiliations with; and absolutely no input into; the Taxpayer's Watch organization at all. Neither now or in the past. Period. Those folks that claim Pandora is part of the Taxpayer's Watch organization are are incorrect and uninformed. After this post, those that continue saying she is affiliated with Taxpayer's Watch are lying."

  • ron, Taxpayers' Watch didn't exist in 2002. Pandora was never at the meetings when I began attending in early 2006, nor was there any input from her that I saw.

  • The $753k Pandora Budget and the $200k Gary Karner (SWA) budget were discovered and exposed during the Total Recall.

When Bowker and Buel were publicly confronted with these outrageous items on the Pandora budget, they denied any knowledge.

When they were confronted with the itemnized budget requested by the LOCSD and prepared by Carollo, thyey quickly changed their tune and said that the Karner proposals had been turned down.

Fiorst they didn't exist then they were rejected. In fact, Karner had allegedly contacted the bidders and informed them that if they wanted to be considered, they ahd to include the Karner expenses in their bids. A firmn in Utah told her to forget it.

This Karner payoff scheme first saw light immediately after Pandora quit the Board (11 months into her term) to run the propaganda for the pro-sewer terrorists.

One of the first thing she did (with insider knowledge) was to submit a $50k budget to the LOCSD for promotional services to con the community into the sewer project.

That failed because their attorney (Jon Seitz) sent them a confidential memo (which we have) tellig the LCOSDS that it may nnot look good for Karner to get the contract so soon after leaving the Board.

LeGros is a pathetic little worm who has had his lipe super-glued to Karners hind end for years. He is probably still sulking over being recalled-in-disgrace.

His continued defense of Karner and the fraudulant, can-be-stopped with a federal R.I.C.O. Action sewer projectis just his way of letting Pandora and the other know he is still in the loop.

He's looking towards the time when the sewer is built (or under construction) when Pandora launches her campaign to be "the first mayor of Los Osos" (as she has many times said she would become) for his reward.

No matter how many facts you place in front of LeGros or any of the Pandora terrorist enabler gang, it won't make any difference. Their goal is social genocide with fun and profits for all.

It seems that the only smart one was recalled-in-disgrace Stan Gustafson who did his usual stunt when things went bad, he ran away to Idaho.

It's just like he did when he was an ambulance chaser in Orange County and left three friends on the hoof for more than one-million dollars and a number of IRS liens.

These people won't shut up until they have succeeded in forcing this fraudulant sewer on Los Osos. What they are not taking into accounbt is the inevitable R.I.C.O. Action that is coming.

This will bring all of the terrorists and their enablers to the bar of justice.

For all the facts please go to LOSOSOSSENTINEL.COM.

Keep up the Karner campaign! You may want to aldo expose Gail McPhearson. She has roots in the terrorist camp and is responsible for the LCOSD losing control of teh sewer and for the 50 C & D recipients spending many thousands of dollars in failed actions.

She is a real pip and just as low on the slime scale as the Karners.
