Mysterious Document Appears to Show Over $700,000 in "Payments" to "Pandora & Company"

Dear Commissioner Nash-Karner,

Sorry to bother you, but I recently came across (what appears to be) a very interesting document posted at this link:

What the document appears to show is that an agency (apparently the Los Osos CSD, judging by the "descriptions" of the "tasks") made over $700,000 in "public relations payments" to your marketing business, Pandora & Company.

However, the document does not contain a letterhead, or a date, so I don't know if it's authentic, and that's where I'm hoping that you might be able to help me out.

I've attached the document to this e-mail, and I was hoping you could look at it and tell me if you recognize it, and, if you do, then maybe you could also give me an approximate date of the document.

It's a very interesting document, because, not only does it appear to show that the LOCSD made over $700,000 in "payments" to your business, but it also contains some very bizarre "task" "descriptions."

For example, one of the itemized "tasks" is for something called "Celebration #1." That "task," according to the document, required "58 people," "78 total hours," and cost "$7,299."

Another itemized "task" is for "flyers," that required "15 people," "414 hours," at a cost of "$70,254."

Something called "neighborhood meetings," apparently required a "$72,960" "payment" to Pandora & Company, according to the document.

"Door Hanger: Info?" "433 people," "445 hours," "$35,653."

"Daily Radio Traffic Reports?" "0.12 people," "426 total hours," "$45,609."

Huh?

To add to my confusion, in 2005, I heard your husband phone into the Dave Congalton show, and say, on air, that, in 2000, you placed a bid for $700,000 to the LOCSD for "public relations services," but he said that you did not get the contract. However, the attached document, if real, appears to contradict your husband's claim.

So, here are my questions:

Is that document real? (And, I have to admit, due to the detail in the document, it looks real.)

Did the LOCSD make over $700,000 in "payments" to Pandora & Company for "public relations" "tasks?"

If so, when?

Finally, if the document's real, what were the "Celebrations?"

    The Taxpayers watch lawsuit against the CSD5 is over and settled.

    Taxpayers Watch has, through the settlement, recovered $1,310,301.52in taxpayer funds that had been misappropriated by the CSD5 (Julie Tacker, Chuck Cesena, Steve Senet, Lisa Schicker and John Fouche).

    All of the funds recovered (save $150,000 in TW legal fees spent on behalf of the LOCSD to recover taxpayer funds) have been returned to the LOCSD/taxpayers. The amount of the settlement is very close to the $1,495,000 that the LOCSD’s 2005-2006 through 2008-2009 audits exposed as being unaccounted for; hence the LOCSD now has recovered funds that they will need to balance their books.

    The size of the settlement speaks volumes to the strength and quality of the causes of action against the CSD5. Those settling the lawsuit, seeing the strength of the TW lawsuit, decided it was better to settle than risk going to trial.

    As the TW settlement is of huge benefit of all Los Osos taxpayers, and helps the LOCSD in balancing its books while reducing the LOCSD debt in the US bankruptcy Court, you might consider posting the settlement and its settlement terms for the benefit of your readers.   • Amazing isn't it Ron, when these type of things are uncovered, it's just business as usual. Following one of the links in this particular story, I came across some disturbing facts that apparently had no outcome or retribution. I also un-wittingly came across what I believe to be the identity of one of the more "vocal" posters on Ann's blog site. I have no intention of outing that person, but it makes me want to puke to think back on the things this person has written.
    It is a dirty, rotten, shame that the members of this community take the brunt of blame for this debacle.
    Nearly five years after Tri-W was stopped and where are we? Is this also the Community's fault?
    I hope you realize Ron that your book is going to have to be listed as "fiction". There is no way anyone could be convinced that this is all fact. At least not so far.

    When the settlment is posted, all will be made clear. The settlement parties,dollar amounts and the source of the settlement funds is all clearly explained in the settlement document. Best to go to the source (the settlement itself) for the information you seek.

    Per the settlement, the settlement terms must now be approved by the US Bankrutcy Court. The LOCSD must now (and has probably aready) dran up the motion to the Court to approve the settlement. I suspect the Court will approve the settlement during May, 2010. After Court approval, all monies will be transfered.

    Wanna see what a kick-ass story really looks like? As I've now exposed, the Karners started the LOCSD (and, in the process, killed the County's "ready to go project") in 1998 for no other reason than to cash checks, and now they're running the same scam with the SLO Botanical Garden.

    What I love about their story (well, ONE of the MANY things that I love about their story) is that, it wasn't enough that they formed the LOCSD just so Gary Karner's, SWA Group, could cash checks.     Do you really think that just because P&C presented a bid to the LOCSD in 2002 (as you just posted) for PR services; a bid that is well known and has been in the public record since early 2002; and a bid that the LOCSD promptly rejected (hence P&C never receiving one cent of LOCSD funds)...that this is a story of interest when compared to the CSD5 forking over $1,310,000 to the LOCSD just to avoid their embarrassment of having to explain their actions in court trial?

  • Mike. Now that I know who you are and what your connection to all of this is, I will be more vigilant to counter what ever it is you have to say. You can continue to praise the former directors, but you now know that I know how meaningless that praise is. Those who took away a much cheaper, better located, ready to go project from us are far from heroes. The project they brought us was built on untold truths, loopholes, grey areas, poor science, and blinders on bull doggedness screw the people determination. Did this community deserve that? More like did the Prohibition Zone deserve that? No. Help should have been given to ease the alleged problem rather than dealt a financial life changing burden.
    I have always tried to remain civil in my posts. I suggest you do likewise.

    Their signitures are not required.

    All parties involved in the lawsuit (even our own LOCSD)agreed to settle the TW without the participation of the CSD5 and their attorney.
